Comment l’Occident a créé Habré : le rôle supposé d’Abdou Diouf
Le triste sort de Hissène Habré doit faire réfléchir tous ces dirigeants africains, que l’Occident utilise comme des hommes de paille contre les intérêts du continent avant de les jeter en pâture. L’ancien président de la République tchadienne a été dressé par l’Amérique et la France contre Kadhafi, alors « massivement armé » par l’Union soviétique. C’est ce que nous raconte le journaliste français Vincent Nouzille, auteur d’une enquête à sources ouvertes et fermées, sur cette séquence de notre Histoire. Si le livre, que nous avons parcouru en 2012, avait eu le retentissement médiatique escompté en Afrique, peut-être que nous ne jugerions pas nécessaire d’y revenir pour partager avec vous quelques extraits.
En clair, dans le livre intitulé « Dans le Secret des présidents : CIA, Maison- Blanche, Elysée : les dossiers confidentiels 1981-2010», le journaliste fournit des informations de première main, qui ont le don d’éclairer la lanterne des panafricanistes.
Que nous dit l’investigateur réputé dans le chapitre qui s’intitule « Objectif : liquider Kadhafi » ?
Les présidents Valéry Giscard d’Estaing et Ronald Reagan s’étaient entendu sur un grand projet commun : « liquider Kadhafi », qui aida le chef coutumier musulman Goukouni Oueddei à prendre le pouvoir dans son pays, avant d’annoncer un projet de fusion de la Libye et du Tchad. Coup d’épée dans l’eau ! Une fois au pouvoir, en 1981, François Mitterrand, qui avait promis à ses électeurs de mettre fin aux pratiques d’une certaine Françafrique, ne bénira pas le projet du tic au tac. « Avant de quitter l’Elysée en mai 1981, Giscard a même donné son aval à une opération franco-américaine contre Kadhafi (..). Dans le cadre de cette intervention, le dictateur libyen devait être éliminé lors d’un attentat perpétré à Benghazi. Valery Giscard d’Estaing a mis son successeur François Mitterrand dans la confidence lors de leur passation de pouvoirs, le 21 mai. « Entre Reagan et Mitterrand, le sujet sera souvent source de tensions », note Vincent Nouzille.
A défaut du soutien des Français, les Américains se lancent seuls dans la bagarre durant l’été 1981. Pour faire passer le message dans l’opinion, les Etats-Unis usent d’une tactique de manipulation sophistiquée. Selon Nouzille, la « stratégie de communication » doit mécaniquement conduire les officiels américains à « dramatiser le message sur le danger que représente la Libye pour les intérêts américains et l’ordre international ».
Le rapport suggère donc de forcer le trait, quitte à faire un peu d’intox. Kadhafi dictateur ? (…) Une manière d’effrayer l’opinion publique américaine en agitant le sceptre d’une crise internationale, à l’instar de celle provoquée par l’installation des missiles soviétiques à Cuba en 1962. Une certaine presse américaine, particulièrement le New York Times, jouera sa partition pour faire avaler la pilule amère.
A Paris, cette montée en puissance suscite une légitime suspicion. Car l’Elysée ne classe pas Kadhafi parmi les cibles à éliminer de toute urgence. La France tient simplement à ce que les soldats libyens évacuent le Tchad de Goukouni Oueddei. François Mitterrand a même freiné l’aide française au rebelle Habré, réputé sanguinaire. Le chef de l’Etat français n’oublie pas que Habré a fait exécuter, en 1975, un commandant du SDECE, Pierre Galopin, venu négocier la libération d’une otage, l’ethnologue Françoise Claustre, qu’il retenait dans le Tibesti. Dans les milieux militaires français, Habré n’a pas que des amis ! Prenant le relais des services français, la Maison-Blanche et la CIA décident d’aider massivement les rebelles d’Hissène Habré.
La guérilla d’Hissène Habré porte ses fruits : le 7 juin 1982, ses soldats, commandés par son second Idriss Déby, équipés par la CIA et épaulés par quelques mercenaires français, entrent dans la capitale, N’Djamena.
Pourtant, les Etats-Unis ne se font pas beaucoup d’illusions sur le personnage qu’ils ont armé. Qualifié par la CIA de « gestionnaire efficace et honnête », adepte d’une réconciliation nationale, Hissène Habré est aussi dépeint comme un « opportuniste » qui peut se révéler à long terme «moins fiable » que l’Occident ne l’espère.
Le 19 juin 1983, les forces de Oueddei, appuyées par des unités libyennes, foncent vers la palmeraie de Faya-Largeau, au nord du Tchad. Le même jour, Reagan adresse un message à Mitterrand pour le presser d’agir. Celui-ci s’exécute et envoie un avertissement à Kadhafi. Mais les autorités américaines craignent toujours un flottement à Paris. La CIA pense à Félix Houphouët Boigny pour tenter d’influencer la position de Mitterrand, qui souffre d’une certaine ambigüité. Washington déploie des trésors de diplomatie auprès de certains chefs d’Etat africains et même le président Abdou Diouf n’est pas épargné, afin qu’il exprime ses inquiétudes sur la menace libyenne. Finalement, l’Elysée envoie une aide militaire à Habré. L’intervention militaire française, complétée par la venue des forces zaïroises, calme provisoirement le jeu. Le régime d’Habré est donc curieusement soutenu à bout de bras par deux puissances divisées sur leurs objectifs : les Est-Unis restent obsédés par Kadhafi, tandis que la France n’est intervenue que pour rassurer ses amis africains, sans volonté offensive, en cherchant une issue honorable.
Le 10 novembre 1984, les troupes de l’opération Manta quittent le Tchad. Inquiet du trop lent retrait libyen, Mitterrand vient rencontrer le colonel Kadhafi en tête à tête en Crête pour sceller leur accord, garanti a priori par le déploiement d’observateurs étrangers ? De leur côté, les Américains continuent d’armer sans retenue leur poulain Hissène Habré afin de l’aider à repousser les Libyens au-delà de la frontière. « Nous lui avons fourni quantités importantes d’équipements militaires, transformant nos opérations secrètes en aide plus officielle », racontera le diplomate américain James Bishop. « Nous organisions les livraisons avec l’aide du Sénégal et d’autres pays amis de la région », ajoute Bishop.
Ironie de l’Histoire, près de 30 ans après sa chute, Habré est en prison au Sénégal. Et ceux qui l’accusent de tous les noms d’oiseaux sont des défenseurs supposés des droits de l’homme, provenant de l’Occident. Dans cette Histoire, il est seul à payer.
